The 2025 Capital and Operating Budget

The Town of Milton strives to foster a vibrant and inclusive community where residents thrive, businesses flourish and nature is cherished.

Central to the Town’s ability to achieve this vision are the investments made in infrastructure to support the municipal services provided to the public, as well as the funding to deliver services such as firefighting, snow clearing, maintenance of roads, as well as parks, transit, recreation, and libraries.

The Capital and Operating Budget provides for these community investments and reflects Council’s vision for the Town.

Town studies and plans, including the 2023-2027 Strategic Plan, master plans, the Development Charge Background Study, Fiscal Impact Analyses, and the Town’s Asset Management Plan form the framework for investment in the community.

The annual budget process prioritizes and balances the allocation of available resources to support Town priorities and ultimately deliver services to the community.

The Budget Call report was delivered on Sept. 9, 2024. This report provided an initial overview of the anticipated budget pressures for the upcoming year and informed the 2025 Budget process. On Nov. 13, 2024, the 2025 Budget was released, which will be deliberated by Council on Dec. 2, 2024.

The Town of Milton is interested in your input in prioritizing services and investments for the coming year. Council and staff will consider the comments you submit as part of the budget process.

How you can provide input

In addition to Council’s vision, the Town’s budget process starts with considering community feedback on those priorities, as well as the data that has been collected to inform the Town’s decision making.

Residents and businesses have opportunities to provide input into the Town’s budget through:

  • Speaking to the Mayor or their Ward Councillors
  • Participating in ongoing community engagement activities (e.g., public meetings, secondary plans, park design and development projects, master plans)
  • Exploring this engagement page during the annual budget process.

    On Dec. 2, 2024, Milton’s 2025 budget was finalized, representing an investment of $139.5 million in capital projects and $222.3 million through the operating budget to deliver programs and services to Milton’s growing community.

    The 2025 budget advances the priorities of Council and the community by investing in:

    • People who deliver Town services
    • Innovation in technology and process
    • Quality facilities and amenities
    • Connected transit and mobility
    • Planned community growth

    The 2025 capital portion of the budget represents a $139.5 million investment in 138 projects, including new infrastructure to support the Town’s growth and expansion, as well as the rehabilitation and replacement of existing assets.

    The operating portion provides $222.3 million for the day-to-day operations at the Town that deliver important services to our community. It provides the funding to deliver services such as fire, snow clearing, maintenance of roads and parks, transit, Milton Public Library, storm water pond maintenance, culture, and recreation.

    The Town is responsible for collecting property taxes for three agencies: Town of Milton, Halton Region, and the province (school boards). The property tax bill is a combination of these three agencies.

    Milton’s 2025 budget results in an increase of 9.89 per cent for Milton’s portion of residential property taxes. The total residential property tax increase including all three agencies is estimated at 6.43 per cent for 2025, pending approval of the Halton Region budget. This will result in an estimated increase in the average overall household property tax bill of $49.87 per $100,000 of residential assessment.

    The average residential home in Milton assessed by the Municipal Property Assessment Corporation at $600,000 can expect to pay approximately $4,952 in total property taxes in 2025. Milton continues to maintain one of the lowest overall property taxes in comparison to other municipalities.

    The Town of Milton Council will consider the 2025 capital and operating budgets at a meeting on Monday, Dec. 2, 2024, at 7 p.m.

    The budget was prepared to align with the Council-requested budget direction and supports the five themes of the Town’s Strategic Plan:

    • Innovate in Technology and Process
    • Quality Facilities and Amenities
    • Connected Transit and Mobility
    • Planned Community Growth

    • Submitting comments to be considered in the budget process.
    • Registering to speak at the Dec. 2, 2024 meeting by submitting a Delegate Request Form by noon on Nov. 28, 2024.

    The Town of Milton is inviting residents and businesses to share their thoughts and ideas about how to prioritize services and investments for 2025.

    The Capital and Operating Budget supports Council’s strategic vision for the Town through investments made in the community. The budget will be informed by detailed studies and plans undertaken by the Town, as well as the 2022 Citizen Engagement Survey.

    The annual budget process provides Council with the opportunity to balance resources to meet the Town’s priorities and deliver services to the community.

    The budget is developed according to the following steps:

    • July-August 2024: Initial public engagement seeking priorities for 2025.
    • September 2024: Anticipated budget pressures are presented to Council.
    • November 2024: Proposed budget available for viewing at Milton.ca and a Council workshop is held.
    • December 2024: Council deliberates the budget and the budget is expected to be finalized.
