Stormwater Master Plan
The Town of Milton is creating a Stormwater Master Plan to develop a comprehensive strategy to manage stormwater.
Stormwater is the rain and melted snow that runs off streets and properties, into creeks and streams, and eventually enters our rivers and Great Lakes.
We manage stormwater with a robust infrastructure system of pipes, facilities, catch basins, storm sewers and stormwater management ponds. This infrastructure helps to improve the runoff water quality and to reduce flooding.
The purpose of the Stormwater Master Plan is to:
- Develop a short- and long-range stormwater strategy for the Town of Milton
- Consider the implications of climate change
- Appropriately manage risks to life, property, and the natural environment
- Recommend updates to stormwater policy and guidelines
- Identify and rank projects needed to improve stormwater management
When complete, the master plan will act as a decision-making guide for prioritizing projects, budgeting, as well as estimating and addressing future needs of our environment and growing community.
Public Engagement

The Town of Milton invites residents to learn more and share their input on the Stormwater Master Plan at an upcoming Public Information Centre (PIC).
The Stormwater Master Plan is a long-term, comprehensive strategy that looks at how the town manages stormwater – including rain and melted snow that flows from roofs, streets and properties into local creeks, streams, and downstream bodies of water.
The plan will help guide future improvements to protect infrastructure, natural areas, and neighbourhoods.

Time: 6 – 8 p.m.
Location: Nassagaweya Tennis Club (9267 Guelph Line, Campbellville)
Format: Informative display boards and question-and-answer period.At the PIC, the project team will share details about the study’s goals and objectives, field work, and conditions impacting stormwater management. Town staff and project consultants will be available to answer questions and receive your feedback.

The Town of Milton is creating a Stormwater Management Master Plan to develop a preferred strategy for the effective management of stormwater. The Master Plan will follow Approach #2 and will help identify and effectively prioritize areas of concern and create a plan for cost-effective, and environmentally sustainable solutions.
The objective of this plan is to assess the Town’s existing stormwater infrastructure, identify vulnerabilities, and inform short- and long-term planning to manage combined impacts of climate change and future development. The plan will identify constraints and opportunities related to managing the Town’s stormwater system. The plan will act as a decision-making guide for prioritizing, estimating, budgeting, and addressing projects, to meet the future needs of our environment and growing community. The plan will also incorporate new policy directives (e.g., Consolidated Linear Infrastructure Environmental Compliance Approval from the Ministry of the Environment Conservation and Parks) as well as recommendations for new policies.
The Process
The Stormwater Management Master Plan will be completed according to the Municipal Engineers Association Municipal Class Environmental Assessment (MCEA), (2000, as amended in 2007, 2011, 2015, 2023 and 2024), which is an approved Class of Environmental Assessment under Ontario’s Environmental Assessment Act. Results from this study will be documented in an environmental assessment that will be made available for a 30-day public review period. At that time, residents, Indigenous communities and other interested persons or groups will be informed of how to review the environmental assessment.

Field studies are underway to investigate features like ditches, culverts, and areas that have experienced flooding. Residents may see project team members investigating these features.
As the project continues, open house events will be held to receive public feedback. Details will be shared closer to the dates.
Upon completion, expected in winter 2027, the master plan will act as a decision-making guide for prioritizing projects, budgeting, as well as estimating and addressing the future needs of our environment and growing community.
