The Town of Milton's Council-Staff Work Plan outlines a vision of the future which strives for abundant economic opportunity for residents, educational opportunities for youth, and a community that leads in sustainability, diversity and inclusion.
Milton Council and staff collaboratively underwent a seven-phase planning process to create a plan that authentically captures all priority areas for the community going forward. The phased approach included identifying a clear vision of future success, developing a decision-making framework, gathering front-line employee and resident/business feedback, assessing the implications of COVID-19, and lastly reviewing the results of consultation to determine the final priorities.
This plan holds Council and staff accountable for guiding Milton toward a prosperous future with residents, businesses and the environment front of mind. Milton is a municipal organization that is adaptive, flexible and capitalizes on change.
Four focus areas
Planning for Growth: We will plan and build our community to accommodate growth while managing new service and infrastructure demands and balancing taxpayer affordability.
Increasing Revenue Potential: We will achieve sustainable new revenue streams.
Community Attractiveness and Competitiveness: We will improve Milton’s attractiveness for prospective talent and investment.
Service Innovation: We will deliver services that address increased expectations and service requests and manage the need for new investment.
What we heard from you
Thank you to all the staff who were engaged with and provided input through this process. The staff input received contributed directly to the development of this plan. Your feedback served as crucial information in the development of the strategies and priority projects. The themes from staff input included:
Efficiencies in our work whether to modernize processes or improve collaboration
Improved internal communications about employee development and growth, organizational business, and benefits
An organization that prides itself on inclusivity and diversity
Customer service opportunities with each other and the community

Within the plan, staff will observe a clear alignment to priority projects and staff input in the focus of the projects over the next three years. These projects include:

Phase 1 - Building the Foundation (Feb. 17 to March 2)
Council-Staff Work Plan 2020-2023 has finished this stage
The purpose of Phase 1 was to better understand individual views of Council and the Strategic Management Team on their future vision of success and priorities that need to be addressed.
Phase 2 - Developing the Decision-Making Framework (March 2 to March 23)

The purpose of Phase 2 was to bring Council and the Strategic Management Team together to review the results of individual discussions and develop a decision making framework for setting priorities.
Phase 3 – Employee Engagement (March 16 to March 30)
Council-Staff Work Plan 2020-2023 has finished this stage
The purpose of Phase 3 was to hear the views of employees - the people who are on the front lines, serving residents and businesses every day. Employees were invited to provide their views through multiple channels in early March. Feedback was summarized and presented to the Strategic Management Team and Council.
Phase 4 – Review Community Feedback (March 30 to April 6)

The purpose of Phase 4 was to leverage feedback and data obtained from residents and local businesses during the development of recent plans, studies and budgets. Feedback was summarized and presented to the Strategic Management Team and Council.

The purpose of Phase 5 was to revisit the initial strategic framework in light of implications resulting from COVID-19. This phase included review of financial, service delivery, workforce and local economic and community impacts to provide additional considerations for priorities within the Work Plan.
Phase 6 – Determining Priorities (June 12 to June 28)
Council-Staff Work Plan 2020-2023 has finished this stage
The purpose of Phase 6 was to reconvene with Council and the Strategic Management Team to review results obtained through the consultation process and develop consensus around priorities for the current term.
Phase 7 – Final Approval (July 20)
Council-Staff Work Plan 2020-2023 has finished this stage
In Phase 7 the Council-Staff Work Plan was finalized and presented to Council for approval.
