The Town has launched the Omagh Neighbourhood Study to create a secondary plan for the Omagh Study Area.

Located at the intersection of Old Britannia Road and Fourth Line, Omagh Village is a historic community with a distinct character and identity. The study will create a long-term planning framework for future development, land use, infrastructure, transportation, and environmental considerations.

The Town is planning for Omagh to function as a unique neighbourhood within the surrounding Boyne Survey and Britannia Secondary Plan areas.

The Omagh Neighbourhood Study and Secondary Plan will:

  • Define the features that contribute to the village’s unique character.
  • Identify environmental, servicing, and transportation constraints and opportunities.
  • Establish a coordinated and comprehensive framework to guide future development and zoning.
  • Support informed decision-making for future development applications.

To ensure a coordinated planning approach, development applications in the Omagh Study Area are not expected to proceed to approval until the secondary plan study is complete and approved by Council.

Community input will help shape the future of Omagh.

The Town will provide opportunities for residents, property owners, businesses, and interested community members to participate throughout the study. Public Information Centres (PICs) are anticipated in fall 2026 and spring 2027. Additional engagement opportunities will be provided as the project progresses.

Background

A proposed Official Plan Amendment (OPA) introducing a policy framework for Omagh was presented to Council at a statutory public meeting on Dec. 9, 2024.

Council approved an updated version of the OPA on Jan. 27, 2025; this is now in effect. The neighbourhood study and secondary plan will build upon this approved policy direction.

On Aug. 22, 2016, Council received Staff Report PD-034-16, which outlined the history of Omagh Village and endorsed the terms of reference and work plan to explore the potential implications of a heritage conservation district (HCD).

Subsequent work included the 2019 Omagh Village Heritage and Character Value Assessment (PD-050-19). While earlier work considered a “character area” designation, the Town is now advancing a secondary plan approach to guide future development.
