About the study

What is it?

Milton has initiated a Mature Neighbourhoods Character Study to gain a better understanding, with community input, of the elements and qualities that contribute to neighbourhood character. The study will assess whether the policies of the Official Plan and the regulatory framework of the Town’s Zoning By-law are effective in managing development and maintaining the character of mature neighbourhoods. The study will inform potential improvements to these and other tools.

Where is it?

Phase 1: The study area comprises the low-density residential neighbourhoods within the Downtown Character Area (part of the Old Milton Neighbourhood) and the residential properties fronting onto Martin Street, between Main Street and Steeles Ave. This section of Martin Street has been identified as an important connector and gateway to the Downtown Core.

Phase 2: The study area comprises the Mountain View neighbourhood and the residential section of Old Milton, located north of the Downtown Character Area and west of Ontario Street.

Update report

Milton Council endorsed the Mature Neighbourhoods Character Study Update Report (PD-018-19) and directed staff to prepare the implementing policy and regulatory documents and consult with the public prior to bringing the proposed amendments to Council for consideration.

This staff report prepared for Council does not include a recommendation. A recommendation report will be presented to Council in the future.

Public open houses

We’ve hosted public open houses at Town Hall on May 2, 2019 and April 29, 2019 where residents, and anyone interested in the study, had an opportunity to review and provide feedback on the key findings of Phase 1.

During Phase 1 and Phase 2, the neighbourhood walking tours have provided an opportunity for Town staff to discuss the purpose of the study with residents and collect further information about the area under review. In total, nine walking tours have been carried out, in which residents have had an opportunity to identify features and elements that define their neighbourhoods.

The information collected is valuable and will inform the development of recommendations to better manage development and change in the area.
